The University of Wyoming (UW) invites applications and nominations for the position of Vice President for Research and Economic Development (VPRED). UW’s VPRED serves as an executive officer and the chief research official of the University. We seek a visionary leader who will embrace and promote all dimensions of UW’s research and scholarly activities and vigorously pursue opportunities to leverage the University’s resources to promote economic development in Wyoming.  The VPRED will engage with statewide, regional, national and international stakeholders and partners to promote economic development that serves the citizens of Wyoming and advances the mission of UW.  The VPRED works closely with the President, Provost and Executive Vice President, other executive officers, and Deans and Directors of schools, colleges, research centers, and institutes to drive the University’s research and economic development agenda. 

UW is competitive in recruiting high-achieving research faculty and fostering their career development as leaders in their disciplines. UW faculty are very successful in securing extramural funding, supporting both individual research activities and institutional programs such as EPSCoR, NIH INBRE and COBRE. With research expenditures exceeding $93M in FY20 and building on its ongoing Tier 1 Engineering and Science Initiatives, UW will strategically invest and move towards recognition as an R1 Research University and a Community Engaged University by the Carnegie Foundation for the Advancement of Teaching.  We seek a strong leader who will embrace these aspirational goals and help further build the university on this strong foundation.

President Ed Seidel joined UW in the summer of 2020 and has articulated an exciting new vision for the University and the State of Wyoming that includes significantly growing the research and innovation capacity of the university and promoting economic development in the state of Wyoming.  The vision is based on four “pillars” that will move the university toward being more digital, more entrepreneurial, more interdisciplinary, and more inclusive.  President Seidel has laid the foundation for establishing a new School of Computing, which will facilitate digital literacy and computational research that is relevant to every discipline.  He is also leading an initiative – the Wyoming Innovation Partnership (WIP) - to promote economic development throughout Wyoming in collaboration with Wyoming’s seven community colleges.

Overview of the Office of Research and Economic Development

The Office of Research & Economic Development (ORED) provides leadership to strengthen the overall research and economic development capacity of the university, while also serving as a service organization to the faculty, staff, and students of the University of Wyoming. Its service goals include providing swift, accurate, and expert service to enhance UW’s research and scholarship missions through its support of the University’s faculty and academic units while also working closely with other key stakeholder groups on- and off-campus to promote and support economic development throughout the state of Wyoming. The ORED works with university stakeholders across all UW academic colleges and schools and interfaces with the University’s outreach programs to link the institution’s research, technology transfer, and economic development efforts—enhancing federal, state, and private-sector support for faculty and student scholarship. The ORED coordinates the origination, organization, and execution of UW's research mission with principal investigators, colleges and schools, departments, centers, and institutes from pre-award support to post-award management. The ORED partners with the University’s faculty, staff, and student inventors to identify, protect, and commercialize the various kinds of intellectual property they develop. The ORED’s services and efforts ensure that scholarly activities accomplished at UW enhance the creation of new knowledge, new applications of existing knowledge, and positively impact economic diversification within the state, the region, and for society in general. The VPRED works closely with the Office of Sponsored Programs, which provides the financial management and administration of all external funding to the university.

The university is working to step up its activities significantly in economic development and seeks a leader who can continue to strengthen these activities. It has created a new position of Associate VP for Economic Development and Innovation, reporting to the VPRED, and is establishing a campuswide Center for Entrepreneurship and Innovation (CEI). The Wyoming Innovation Partnership (WIP) with the community colleges, aimed at collaborative activities that can support economic growth, will participate in the CEI as well. The university is growing its Technology Transfer Office and exploring creation of a university-led venture fund. Through the Wyoming Business Resource Network (BRN), the ORED and the Wyoming Business Council collaborate with a variety of partners to assist all business enterprises throughout the state. This multi-layered business assistance structure helps new businesses get started and helps established businesses continue to grow and diversify.  Each of the partners in the BRN serves diverse business enterprises in the different stages of growth.  The Wyoming Technology Transfer-Research Products Center assists UW faculty with intellectual property protection, patents, licensing, and startup creation; IMPACT 307 provides faculty and student startup tech-sector business incubator space throughout Wyoming; the Small Business Development Center (SBDC) connects businesses with the resources they need to succeed and offers business expertise and technical assistance to help entrepreneurs start, grow, reinvent, or exit their business. Resources within the SBDC include the Procurement Technical Assistance Center, Market Research Center and the Wyoming SBIR/STTR Initiative.  And Manufacturing Works provides broad technical assistance, engineering solutions, general business assistance, marketing assistance, and financial counseling for Wyoming manufacturers. The university is developing plans to build a research park to grow its corporate partnership capacity and a venture funds to support economic growth and entrepreneurship capacity.

Position Summary

The VPRED plays a leadership role in state, national, and international activities regarding research policy and guides the University in defining and meeting the emerging research opportunities of the future. Important goals of the research and economic development agenda include promotion of interdisciplinary and cross-disciplinary research; integration of research and education at both the graduate and undergraduate levels; promotion and facilitation of technology transfer, business engagement, entrepreneurship, and economic development; leading a variety of business-assistance programs operating throughout the state, to promote start-up, growth, and economic diversity; ensuring the integrity of research processes and policies; stewardship of the special physical and computational infrastructure necessary for research leadership; establishment of corporate, national and international collaborative research partnerships at the University; participation in federal and state policymaking regarding research and economic development; and engaging a broad range of individuals in research, scholarly, or creative activity that strengthen the University’s research enterprise.

The VPRED reports to the President and leads and oversees the University of Wyoming Office of Research and Economic Development. With respect to research, the Vice President for Research & Economic Development also works closely with the Provost and Executive Vice President to fully align research with the overall academic mission of the University. In addition, the VPRED needs to ensure a strong partnership with the Senior Vice President for Administration to ensure alignment and cooperation between the divisions since the sponsored projects financial management is housed under the Division of Administration and Finance. The Office of Research and Economic development is supported by 28 core staff and supports 12 research units on campus with a total annual budget of $13 million.

The University

Established in 1886, the University of Wyoming is a land-grant, doctoral/research university, Division I member of the NCAA—Mountain West Conference, set in the front range of the Rocky Mountains at 7,200 feet. UW is the only four-year public university in the state and combines major-university benefits and small-school advantages. The University offers 200 programs of study across a broad spectrum of disciplines and students generally experience small class sizes, affordable tuition, high-quality education, and easy access to reputable teaching and research faculty. For the fall of 2020, more than 11,800 students enrolled in baccalaureate, graduate, and professional programs. Approximately 9,800 students were enrolled on the Laramie campus. Students come to UW from all 50 states, with 58% from Wyoming, 13% from nearby Colorado, 13% are ethnic minorities, and over 500 international students from more than 80 countries are enrolled at UW.

The University has an annual operating budget of more than $544 million. State funding accounts for 42% of the revenues, with the remainder generated by a variety of sources including contracts and grants, foundation resources, and tuition. External funding was approximately $163 million in FY21 for research and other sponsored projects. Annual private giving for the same period exceeded $48 million.  UW’s endowments total $787 million.  With the support of the Wyoming legislature and private donors and through institutional bonding (UW currently enjoys a Standard and Poor’s rating of AA-, with a positive outlook), the university has received $708 million in capital construction and major maintenance funds over the past decade. For FY2021, the University employed 719 full-time instructional and clinical faculty, including 530 tenured/tenure-track faculty. There were more than 2,200 other full-time benefited employees. Faculty members are internationally renowned for their research and scholarship and are innovative and creative teachers. MINIMUM QUALIFICATIONS

  • Demonstrated ability in leading a large, complex organization;
  • A strong record of securing funding from and establishing partnerships with external organizations, such as federal agencies, private industry, and foundations;
  • Demonstrated experience in promoting and supporting interdisciplinary research and scholarly activity;
  • Demonstrated ability to organize and lead units designed to promote effective technology transfer, commercialization, entrepreneurship, and economic development;
  • Scholarly credentials consistent with an appointment in an academic program at the rank of Professor or exceptional credentials that would be appropriate for this leadership role;
  • A demonstrated commitment to diversity, equity, and inclusion in multiple dimensions.

DESIRED QUALIFICATIONS

  • Extensive scholarly interest beyond one’s own discipline, and understanding of and commitment to promoting the full spectrum of disciplinary research, interdisciplinary research, creative scholarship, and engagement at the University;
  • A record of service on or with national organizations relevant to providing input into research policy at the national level, as evidenced by membership in university and national advisory committees, work with funding agencies, private foundations, national societies, or other such organizations;
  • An understanding of or experience in technology transfer in universities, entrepreneurship, research parks, corporate partnership programs, intellectual property policies, and programs that cultivate economic development in university environments;
  • An understanding of the importance of compliance and regulatory matters to the research enterprise, and the ability to develop an effective and efficient organization to manage them;
  • Demonstrated ability to promote the integration of the research and educational missions of the University;
  • Demonstrated ability to create and lead faculty development programs centered around research and economic development;
  • The ability to establish policies that guide the establishment, oversight, and viability of research centers and institutes that serve the mission of the University;
  • The ability to represent the University’s research mission to a variety of constituencies, external and internal;
  • A demonstrated history of successfully effecting change;
  • Leadership/knowledge/understanding of the relationship between research and entrepreneurship/economic development programs/strategies;
  • An awareness of the revolutionary potential of technology in the research enterprise;
  • The ability to promote University faculty in national service and policy engagement, and for national/international recognition;
  • Excellent judgment, diplomatic skill, and a high level of personal and professional integrity.
